In a small bowl, whisk coconut milk, sugar, chili sauce, lime zest, lime juice and remaining salt until blended. Heat oil in a large saucepan. Add beef, crushed red pepper, and black pepper. Stir, then bring to a boil.

- Top with green onions and a little chilli oil. Serve with rice and your choice of sides.
